Sandra Tebben Buffington


Sandra Tebben Buffington is a maternal, newborn & child health advisor (MNCH) for MaNHEP. In this role, she adapts training materials, conducts trainings for the planned community childbirth education component (CMNH - Birth to 48 Hours), and assists in the development of effective mechanisms for supervision, support and continuing education for frontline workers in the project areas.

Buffington has more than 45 years of international development experience in strengthening human resources for midwives, traditional birth attendants, nurse clinicians, and other health workers, including physicians, medical assistants, health educators, home health aides, nurses, integrated reproductive health workers, supervisors, managers, and trainers in primary health care and maternal and newborn care. Her work includes clinical practice, assessment, program design and development, implementation, curriculum design, conducting workshops, teaching, monitoring and evaluation.

Among the positions that she has held are a member of the emergency services team for the International Committee Red Cross, chief of party, resident advisor, medical coordinator, outpatient supervisor, educational coordinator, assistant professor, curriculum development and training advisor, consultant, and senior technical advisor.

In addition to her work for MaNHEP, Buffington serves as senior technical consultant for the Department of Global Outreach at the American College of Nurse-Midwives in Silver Spring, MD.
