The Global Government Chief Nursing Officers Institute was initiated by Emory University School of Nursing former Dean, Dr. Marla Salmon.  The Institute sponsored 3 meetings in 2001, 2004, and 2006, focusing on managing the key challenges facing Chief Nursing Officers (CNOs).  Over 100 countries from every corner of the world were represented.

The Breaking Point: Human Resources for Health

The mounting crisis of the global shortage of health workers, in particular nurses, provided the focus for the assembly of greatest number of senior government officials for medicine and nursing ever. The Lillian Carter Center for Global Health & Social Responsibility of the Nell Hodgson Woodruff School of Nursing at Emory University invited the Chief Nursing Officer (CNO) and Chief Medical Officer (CMO) from every country (or the equivalent senior government officials for nursing and medicine). The 2006 Global Government Health Partners Forum brought together delegates from 107 countries with a total of 190 participants at The Carter Presidential Center in Atlanta, Georgia on November 2-3, 2006.

The biennial Global Government Health Partners (GGHP) Forum has emerged as a unique opportunity for senior government officials for health to address the most current and pressing global health concerns. For this third Forum, the Lillian Carter Center identified the urgent need to analyze the impact of the global shortage of health workers and develop strategies to manage the crisis. In response, the Lillian Carter Center organized “The Breaking Point: Human Resources for Health.” The 2001 and 2004 themes were, respectively,“Strategies for a Sustainable Nursing Workforce” and “Managing Emerging Biological Threats through Professional Collaborations”. The growing importance and influence of the GGHP Forum is evident by the 50% increase of national governments that sent representatives in 2006 as compared to 2004.

Managing Emerging Biological Threats Through Professional Collaboration

The conference Global Government Health Partners Leadership Forum 2004: Managing Emerging Biological Threats Through Professional Collaboration in Atlanta, Georgia, USA, 23-25 June 2004 at The Lillian Carter Center, brought together chief medical officers, chief nursing officers, and ministers of health from 70 countries to discuss the growing and immediate threats both biological and man-made to humanity. The conference topic reflected the interests of and challenges to the medical leadership in both developed and developing nations worldwide, and provided an opportunity to advance leadership development and dialogue between these key healthcare partners.

The 2001 conference entitled Global Nursing Partnerships: Strategies for a Sustainable Nursing Workforce took place in Atlanta, Georgia, United States of America. The need for this first-ever conference of chief nursing officers, national nursing organization leaders, and human resource experts stemmed from the critical nursing workforce shortage that is facing the world. This series of conferences was both historic and timely for nursing. It provided a unique forum in which the workforce researchers from around the world gathered to present findings and compare methods in order to assist nursing leaders and human resource experts to examine the data needs and policy implications of global trends in the nursing workforce. The participants gained knowledge and fostered new partnerships within the health sector and between governments and civil society.
